The paper boxes 5 inches X 5 inches X 3 inches are manufactured from recycled paperboard. The paper boxes are white on the outside and grey on the inside. The disposable boxes are laminated with food-grade lining on the inside so you can keep food items directly inside the disposable boxes.

In this case it's because of quality difference which incurs cost. Sometimes the vendors outside reduces the unit count from the pack in order to give competitive pricing & it's very difficult to count everything especially if it's a bulk order.
